3 Toll road ink under PPP scheme

The Government of Indonesia signs the concession agreements (PPJT) of 3 toll roads with the total value IDR 27 Trillion consists of Cileunyi-Sumedang-Dawuan (Cisumdawu) West Java, Serang-Panimbang Banten and Kuala Tanjung-Tebing Tinggi-Parapat North Sumatera.

This consensus inks between Ministry of Public Works and Public Housing in its capacity as Contracting Agency and Special Purpose Vehicle/entity. These toll roads listed as National Priority Projects pursuant to the Presidential Decree No 3/2016.

More information, The 60 Km Cisumdawu toll with total investment IDR 8,2 trillion, the 84 Km Serang-Panimbang and the 143 km Kuala Tanjung-Tebing Tinggi-Tebing road estimated worth respectively IDR 5,3 trillion and IDR 13,4 trillion.

Furthermore, guarantee agreement has been signed for four PPP projects consist of Cisumdawu, Serang – Panimbang, Jakarta - Cikampek II Elevated dan Krian – Legundi – Bunder – Manyar. This agreement between Ministry of Finance and the Toll Road Agency (BUJT) and among PT Penjaminan Infrastruktur Indonesia (Persero) (PT PII) together with Toll Road Agency (BUJT).

Recourse agreement has been also signed between PT PII and Ministry of Public Works and Public Housing together with Memorandum of Understanding has been inked among Ministry of Public Works and Ministry of Finance in the same occasion.

The concession agreements consist of the 36 Km Jakarta-Cikampek II Elevated toll road worth IDR 14,8 trillion and toll road length 38 Km Krian - Legundi - Bunder – Manyar with value IDR 9 trillion had been sign on December 5 2016.

“This co guarantee among Ministry of Finance and PT PII aims to interact investors and private entities. Besides, It is also the synergy proven with all stakeholders involved – Ministry of Finance, Ministry of Public Works and Toll Road Agency” says Sri Mulyani – Minister of Finance. “The Memorandum of Understanding sign today is also a government tool for sustainable projects monitoring”.

The Coordinating Economic Minister elaborates that Public Private Partnership is an alternative to lure private investors to boost state budget for developing infrastructure development. “Thus, the government focus to reduce poverty and development of remote area.” This project also the collaboration among Ministry of Finance in Land Procurement Assistance, Ministry of Public Works and Public Housing, Ministry of Agraria and Spatial and PT Penjaminan Infrastruktur Indonesia (Persero).

 “This agreement shows PPP scheme interacts private entities to invest in Toll Road Projects” says Ministry Public Works and Public Housing, Basuki Hadimuljono.

“Government Guarantee through PT PII accelerates infrastructure development in Indonesia. PT PII guarantees the Government of Indonesia reimburse land acquisition’s budget of private entity” says Sinthya Roesly, CEO PT PII. “Towards, the Government Guarantee through PT PII, investors should not be anxious in participating into infrastructure development in Indonesia.”

Since the establishment of PT PII on 2009, 13 Infrastructure Projects had been signed with overall worth investment IDR 118 trillion. 8 projects are toll roads with value IDR 66 Trillion and whole length is 470 km
